Garden Homes Neighborhood "Good Neighbor" Conduct & Expectations
Per State Statutes, City Ordinances and Department of Neighborhood Services Policies

1. This is our neighborhood. By working together, we can keep it a positive and safe place for our mutual happiness. The quality of life in our neighborhood depends on mutual respect and concern. We all are asked to uphold a community standard.

2. Noise can be an intrusion.   Music or noise from any source, including car stereos or a boom box or radio on a porch is too loud if it can be heard 50 ft. or two houses away, or if it can be heard inside another house with windows closed, or if it interrupts another's activities. Please use common sense and be especially aware after 9:00 p.m.

3. Car horns are only to be used in emergency situations. CAR HORNS ARE NOT DOOR BELLS! They are not for announcing your arrival or attracting attention. Please refrain from using yours in non-emergencies and ask your guests and visitors to do the same.

4. It's up to all of us to set a positive example in our neighborhood. Please be sure that language is not vulgar, racist, violent or abusive. Remember that there are many small children in the area and speak appropriately.

5. Remember, the speed limit on residential streets is 25 mph.  Please drive carefully, and be mindful of the many children in our neighborhood.

6. How we feel about our neighborhood has a lot to do with how our neighborhood looks. Overgrown weeds, eroded yards, trash and food wrappers anywhere and generally not-cared for property promote a negative image for our neighborhood. Garbage carts should be returned to the appropriate storage area in the yard after garbage pickup. Let's all do our part to make this a neighborhood we can be proud of.

7. If your pet spends time outside, please be sure to clean up after it, whether your yard or someone else's yard. Dogs should always be leashed, fenced or supervised and should always be controlled for barking. Dogs should be taken in by 9:00 p.m. The Humane Society should and will be called in the event of a loose animal.

8. Drugs and prostitution will not be tolerated in our neighborhood.  Please call the police anytime you detect drug or prostitution activity in this neighborhood. Either call Vice Control, 414-935-7411, or the 5th District police station, 414-933-4444 (non-emergency number). These calls can be made anonymously. The stability of our neighborhood depends on this.

9. Auto repairs should be made within the confines of a person's property, not on the street.

10. Landlords who do not live in this neighborhood need to be responsible neighbors as well. Landlords, please rent to people you would like to live next door to, and keep your property in the same condition you would if it were your home. Landlords must record buildings they don't live in. 11. All children deserve the care and concern of all of us. They are our future. We need to take responsibility for all of them, to watch out for all of them, and to take the time to teach them how important our neighborhood is. Constantly screaming, shouting, reckless playing, or "carryings-on" in the street past curfew is a nuisance and a sign of neglectful parenting.

12. Except temporarily for the purpose of loading or unloading or for the purpose of receiving or discharging passengers, we ask that you NOT park your vehicle on the sidewalk.

13. Trash Removal Responsibility: Residents are required to promptly remove all trash from outside their homes, including any large items that cannot be picked up by regular trash or recycling collections. Trash bins should only be placed in designated areas during scheduled pick-up days and returned by 10 PM. Please refer to the City of Milwaukee Trash and Recycle website at https://city.milwaukee.gov/sanitation/GarbageRecyclingSchedules or contact directly at 414.286.2489 for information regarding your scheduled pick-up days.

14. Excessive noise during holidays, is prohibited. To ensure that all residents can enjoy their holidays and celebrations while respecting the rights and peace of their neighbors, the GHNAI supports the following:

  • Audibility Distance: Noise shall be considered excessive if it can be heard at an audible distance of 50 feet or more from its source or if it can be heard inside another residence with its windows closed.
  • Noise Interruption: Noise shall be considered excessive if it unreasonably interrupts or interferes with another person's reasonable and peaceful activities within their residence.

Please be considerate of others when participating in festivities and remember that excessive noise during and after 9:00 p.m. can negatively impact the enjoyment of these special occasions. By regulating excessive noise that may be an intrusion into the peace and tranquility of the community.

This holiday noise ordinance shall not apply to officially permitted public events, parades, or other activities specifically authorized by local authorities. Such events shall be subject to the noise regulations established in their respective permits.
